there's a different way to do it freddy, first up go to view>dimensions>frame then tick all the dimensions you want, among them tick effective top tube, they'll then all magically appear as you do this around the bike, you can get rid of them all and get them all back by going file>template>dimension>no dimensions>open template.
Then open the frame dimensions bit (the one you've got in that picture) and switch to "from centre distance" on the tob tube measurements, now assuming you have a 4cm stack height stem (most are or therabouts) and maybe a 1cm headset top cap, that leaves you with 122mm to play with, mielec do 120mm intergrated headtubes, luck you!
So whack in that in your headtube length box and then adjust the "from centre distance measurement" until you get the right desired top tube length, bingo bango, you have the right head tube length and top tube length.
And no problem regarding the tubing :)
For the cable stops/guides i think you're just going to have to tell mielec, i'm fairly sure bikecad pro, which you have to pay for, can do it, but not the simple version for us plebs
