    There are a few, if you stretch the definition.

    Lower Robert St remains the only London street that is underground for its entire (short) length, and is a through carriageway.

    Leake St fails on count 1 due to it being open at each end, but it is extensively covered over. It fails on count 2 due to it being blocked off permanently at one end and temporarily at the other. The nearby former Eurotunnel taxi lane is closed at both ends too.

    French Ordinary Court is that vaulted car park at one end, and a partially open pedestrian alleyway (Leading off the left in the pictures above) for the rest of its length.

    Cases could be made for the Rotherhithe tunnel and Limehouse Link but as far as I know they are not officially classed as streets.

    And then there is Little Compton Street http://greatwen.com/2013/11/07/secret-london-streets-beneath-streets-of-london/
    Which is nothing more than a pair of street signs under a grating.
