^^ Those extremely slack angles were used for the first Tour The Frances as roads were...well...non existent. So were cars with new bikes, rests...gears...any kind of speed.
So you had to run a road bike on MTB angles. But the stems were also high up and not low like track bikes...to re-create a track bike/fixed with such angles is just silly IMHO.
