So there is 20mm of adjustment: 90mm minus 70mm.
Rail to base is the effective overall length excluding the effect different saddles will have.
Measure from the top of the lower part of the seat clamp (which is where the centre of the saddle rail will sit), to the very bottom of the seat post.
That way I can compare my current set-up and see if that falls within the 20mm range of adjustment.
