I guess it depends on budget, but I think a decent variable voltage battery (eGo Twist / Vision Spinner), with a cheaper and smaller backup for when the big one is charging is still the way to go for beginners. For the atomiser, genuine Kanger T3S from UKEcigStore / elsewhere (unless you are likely to do a TS on them). The EvoD might be a bit tougher to break, but I haven't actually tried one myself.
I used to smoke 15 to 20 a day and find I got through about 3ml to 5ml of 18mg strength eliquid per day on that sort of setup. It's more now I have more powerful devices, so I am buying 6mg strength.
The flavour and quality of the eliquid could make a big difference to a beginners success rate. The first stuff I got was foul and I still have both bottles. I like Halo Tribeca and so do most of the smokers I know that have tried mine. It's a really, really subjective thing though.
