^^^ Depends upon sizing, but the PTJ is quite stretchy (I can fit a down gilet under mine, without it being flappy normally).
Personally, and having ridden it in two downpours already, I am totally sold on the idea that you keep warm and let the moisture breath back out, as opposed to staying 'dry' but sweating and then getting chilled properly. Not sure how good it would be in the stop-start of commuting though, especially at -4! It is lovely though, I almost wish I'd bought a black one so I could wear it as a normal jacket!
