going to college in Twickenham/growing up very near I've seen it too and obviously it's not the nicest but it's not that common at all , I doubt all 40 kids could be doing it though teachers aren't blind or stupid and there is a law to deal with it ( children not wearing a seatbelt being the drivers responsibility)
