I think it's a given for most people to lock their bikes up when in town.
When you're not pootling around town though, say when you are about to go on a longer ride, then you may not want to carry a lock. I wouldn't carry a D-Lock for 40 miles on the off chance I went to the cafe. Instead I'd ride with a pal and one of us could watch the bikes :)
