^^It's the conflation of two different issues:
The annoying: Not well lit up/headphones/RLJ/ dark clothes/poor communication
Vs
Potentially lethal: texting behind the wheel/failing to indicate before turning/not checking mirrors/belligerantly following cycle infrastructure/passing in unsafe places, too close.
Everyone needs to stop getting these two mixed up.
