have you ever seen season 3 of the wire? that didn't turn out well.
neither would this idea.
change infrastructure first and attitudes would improve for everyone. cyclists haven't killed anyone in a collision, cars have. i'd focus more on things that can kill than things that can't.
but that's just me.
