It is very difficult to change gear on a manual car without taking one hand off the steering wheel.
Applying the hand brake while moving is foolhardy. As one will be stationary, it is perfectly in order to remove a hand from the steering wheel while applying the hand brake.

I agree with this call, having a phone conversation requires too much concentration and causes too much distraction while driving. My earlier questions all revolve around why are these things dangerous while stationary? I'm still not aware of anyone being run over by a stationary vehicle and if I'm stuck in a jam then it is nice to be able to knock out a quick text so the missus does not put my tea on too early. These days I can do this very easily thanks to Siri.

I also use my phone in stationary traffic. if your car is in neutral with the handbrake on I see no problem.
Which is obviously useless in terms of stopping the person doing the "bad thing" at the time, and also allows people to get away with not paying the fine/taking the points by not registering their vehicle correctly.
