Maybe not chop them that much? Wider bars are more comfortable and gives you more balance while riding.
As for installing mudguards and assuming that you are going to drill the rear guard to fasten at the bottom of the seat stay, start by bolting the chain stay one, slide wheel into position and check for clearance. Fasten the bolts on the dropouts once you get the clearance right, then mark where you need to drill the mudguard.
Yeah only chopping about an inch off each side, they are just slightly too wide for getting in and out of my house with ease at the moment.
