Why splash on the brooks but get a cheapo crankset and stem?

Because its probably just for gentle. nice weather rides where an expensive crankset isn't needed, and the cheap stem probably because theres nothing better with as short reach as the raleigh one. Yet, no matter the length of a ride, you're always sat in a saddle, and brooks are the comfiest, apparently.
Just finished this single speed build based on a 1979 Carlton Professional 531 frame and forks. A bit of Brookes bling and a new paint job. Rides very nicely. :)
