HT length? Who made the frame?

Just found a crack on my bianchi head tube! This could be a replacement frame. So what are we looking at exactly and where are you based?

Probably in Poland.Wroclaw? Rzeszow? (According to eBay and Retrobike).

I have no idea who made this frame...
