If 3 players from 3 different countries do form a team, there should be a discussion amongst the EHBPC organising committee and the representatives from each country and then let the team know what the general consensus is. Pretty much depends on who are the players involved, 3 noobs from 3 different countries would be less of an issue than a super team of 3 brilliant individuals.
Agreed that in general a team should only try to qualify once but not so sure on the second point as the chosen country would actually be 'losing' a spot to a non domicile team made up of 3 strong players. Automatic spots are already pretty hard fought for as it is and I expect the subject of allowing a strong team with only a single player from the scene to play in the country's Euro qualifier to be hotly debated.
If no countries would allow the team to play in their qualifier, then the EHBPC could allocate an automatic spot at the expense of a slot from the wild card e.g. in professional tennis tournaments. Or in the case a country agrees to allow them to play in their qualifier, an additional spot will be added to that country's allocation.
Dodi + Piks + Jo Pompon would be one crazy team.
