I've not used panniers but have used Ortleib stuff for mountaineering. They are expensive but it's the best you can buy!

Tortec Velocity: 391g, uniquely low-profile shape and feels very solid.
I'm not sure what you mean about attaching a rear fender to the rack. Mudguards usually fit inside a rack, rather than to it (see the picture in the link above).

Ortlibe all the way i use a massive, ruck sack for day to day ( Ortlieb Waterproof Messenger Bag - White / Black: Amazon.co.uk: DIY & Tools )
and on my tourer i have front and rear panniers

I have Super C and love them, but would buy Ortlieb if they were for a more modern frame no need for re-waxing to proof etc

True dat! For things like brake blocks people probably can give useful advice because they'll have tried a few. For racks though most people will buy one and, unless they get one with a manufacturing flaw, it will do its job perfectly well for years regardless of the brand or design.

Thanks all - I've decided to go with deuxanimaux's suggestion for the Ortleib City Panniers. The problem is I need the shoulder strap. The website says I need the E172 Shoulder Strap, it's cheap - only $5 USD - problem is I can only find the E172 strap for sale on US sites. Does anyone know where I can get the E172 site from the UK?
I have checked everywhere - even Ortlieb's website directly - not even there!
Hi, I'm looking for your suggestions pls on the best rack/pannier bag combo for commuting?
Ideally the bags will be waterproof, reflective, and the rack will be light weight.
This will be going on a Specialized Secteur Elite bike.
I'd also like to ensure a rear fender can attach to it.
