As strange/dumb it may look at first glance you gotta think about the era bikes like this came from. This makes more sense then a complicated fork lug with an integrated stem. wanna change angle reach, build new fork with custom lug. this is easy to change adjust and is pretty much off the shelf minus some custom geo to account for the weird forkwheel combo.
