there's only one angle with traditional quill stem.
Not much you can do with a frame that have a very slack/steep head tube, other than those zero degree stem or track stem.

Cinelli road stems are/were 73 degrees.

you can change the angle to your hearts' content with an ergo stem.
but i must say i cant think of a practical reason to have it parallel to the tt, the important adjustment is in your bars

If the 73 degrees of the Cinelli stem is representative of quill stems and 73 degrees is a representative head angle of your typical horizontal top tube frame then geometry tells you that the two will be parallel.
