I used to have a Харьков Велосипед Завод Peкopд (XB3 Record). I believe Record was quite an entry level frame, it was a bit on the heavy side and workmanship was far from beauty of Italian frames. All in all a fun allround bike with moderate tyre clearing.Originally rear spacing was 110 mm, but on mine the was cut and welded to 120 mm. Also thread of the original front fork is some weird Russkiy Standart. On my bike the original headset was shot, so I installed a road fork and normal headset. Head tube was also a bit larger than normal, but a few pieces of beer can between headtube and headset cups fixed that. I believe bottom bracket thread was BSA.

If I remember correctly then BB threads differ a little, with plastic cups or grease and slow work you can get anything in.
Lovely build for that rekord, if I remember correctly you had i few years ago(judging by the sticker on fork as I remember it on Velospace) -

i actually got neg-repped for this...
was thinking along the lines that most of these frames were made when it was the soviet union, so eastern european track bikes/frames would encompass both, especially as there is a fair few now russian frames in the polish frames thread
