I was probably not very clear, but full segregated lanes appear very unlikely to me.

ffm, could you please demonstrate where it has been proven there is adequate space for segregated lanes? The kind of infrastructure referred to in luckyskulls link http://ibikelondon.blogspot.co.uk/2013/10/londons-first-truly-super-cycle-highway.html can not happen unless there is already a multi lane road, but these are the minority in London.
