I think the fork is drilled already, and then filled and painted. if you drill it anyway, you can then remove the screw.

Photos don't suggest that there is and I don't want to buy it if I can't then drill the fork. Don't want to die just yet...

I have a track carbon fork too, and also I wanted to drill it because I saw the screw inside but all carbon forks have that screw in for support and it's not recommended that you drill it, you'll mess up the integrity and the brake won't fit in good.
I've recently bought an dolan with a track frame, but i want to drill it to put a front brake,
today i was suposed to take the fork to someone who drill it for me, but i checked that , inside the fork, there is an "screw",
for what reason?
