You've already got the guides on the headtube to keep the routing neat, so I don't think you'll see any benefit. But you've come this fair so I guess it doesn't really matter. Personally I'm not really see the logic of spending money stripping it and messing around with the braze-ons and then skimping on the paint job.
One thing I would suggest if you're trying to make it look smoother is and going to all this effort, is to find out filler is capable of withstanding powdercoating and smoothing the welds a tiny bit. I think that you're going to need it shot blasted anyway, so maybe get that done first.
