I would also be happy with a Titan or GB under-slung stem.....
I think you should decide on your riding preference first and how much reach you have got when down on the drops.
I found a deep drop stem and bars once and fitted to my track bike and it looked great, but after 1/2 hour it was really uncomfortable on my back and neck. So changed to an old road stem+ same bars and it worked a treat. So if you plan to ride it a lot or a long ride on a Sunday I would go for the latter.
Titan stems clamp diameter is 27mm and as far as I know only Maes Kint bars (they are nice but not track ones) have this diameter so you will need a shim. Nothing wrong with it but will have to fill a 'big' gap if used with early narrow clamp centre of around 23.8 to 25.4mm.
GB underslungs are sweet and if used with a medium drop bar will work well.
Major Taylor stems come up on eBay often, though one went for £161!
Presto is another British brand of steel stems that might be worth searching on eBay.
