Not according to what I've been reading on candlepowerforums.
Apparently that was true for NiCads, but definitely not for Li-Ion at all and mostly not for NiMH either.
AAUI most modern USB rechargable modern lights with integrated batteries are Li-Ion, so should be topped up whenever convenient for maximum life.
