Fucksake... hope this get's sorted one way or the other.
Do you know where this guy is based? Till proven otherwise I find it hard to believe that someone would fuck you over for some forks, but then again it wouldn't be the first time. I presume he hasn't given you a tracking number or something, which personally I find dodgy...
In any event raise your complaint with PayPal now and straighten things out later, if it all turns out to be a misunderstanding.
