Personally I would go for a standard Columbus fork available at widely for about £150-160 or so. As for the stem try playing around with a stem comparison calculator.
Columbus don't do a 30mm rake fork, and I'm luckily in a position where I can get a new Enve fork for that money.
I have used that calculator, I know exactly where I need my bars to be, it's just a question of what combination of angles and spacers to use to get there?
Why not just flip the -17 stem?
I've currently got a flipped -10 and it makes me very sad.
