The thing is, that needless to say you will naturally lean going through the curves at speed, but the steeper banking at modern velodromes will compensate for that and even it out, hence I very much doubt that the said 165mm crank length limitation at Manchester applies to elite riders in all type of races regardless of bottom bracket hight.
