In fact if you look at the photo of apollo's yellow monstrosity above, you'll note that for him, almost any bike (short of a penny farthing) will count as a small-wheeled bike, and you'll know already that gearing on a small-wheeled bike is always higher to compensate for the wheels being so small. If you see what I mean.
