Quella bikes?

All good ideas but in relation to the original auestion, would you guys recommend the fuji declaration or a quella if it was a choice between them?

Well, the fuji. Just because something is steel doesn't mean all steel is the same. As far as I can see, both are Cro-mo, so all good there. The quella is overpriced for what it is. Unknown parts by a company taking a chance on the massive influx of the "fixie" scene. If I had to go to Evans and buy something off the peg, it'd be this: Fuji Track Classic
