i've no idea why the fork would be threaded above the crown - there's no reason i can think why it should be.
for the purposes of headsets, the forks are definitely not threaded. it looks like you have a stronglight A9 1" aheadset - you should google how to install an aheadset - if it's not done properly you will likely have play in the headset. from the length of your steertube vis a vis the frame headtube you will either need to cut down the steertube or use a good few spacers which won't look great. Also, the ebay pics don't show a top cap, and there may not even be a star nut in the steertube. NB you need to be sure that you have the correct crown race for the headset. if you don't then you may also have play in the headset as it wont fit together snugly.
it looks like someone has just thrown those forks on the frame to sell it. they really dont match - the length of the steertube is one aspect, but also steel forks with mudguard eyelets on an aluminium track frame...

andyrolls, please can you post a picture of how this finished up. I'm no clearer as to what was actually going on and it would be good to know that your forks aren't going to fall off.
