I am not aware of any offences that apply to pedestrians as road users.
The road covers the carriageway and the footway. Pedestrians are road users, and more vulnerable than cyclists.

Did not proof read.As a reponsible cyclist (whether this is dictated by what is legal, or just by good practice) you need to be aware of the conditions that you are cycling in.
If you're filtering, hazards come from all angles, with little to no notice.
So ride accordingly.

Pedestrians have a right of way over motor vehicles only at official pedestrian crossing points such as Zebra crossings. However, right of way is a law in traffic that is used to determine who has the right to use the conflicting part of the road and who will have to wait until the other does so. Here, signs, signals, markings and other features are often used to make priority explicit.
