^Amazing Looks like a lo-pro version of the Carbitubo's that the Ariostea team were riding in 1991.

I found a pic of a Lo-Pro from that team during the same year - sadly it's a bit blurred but it shows something quite similar - even down to the wheels - unfortunately it has a sloping top tube, but i'm guessing this is an early 90's carbitubo lo-pro.
