I've seen a lot of bikes with bullhorns or pursuit bars at that sort of angle, it looks really uncomfortable to me, is there any logic to not having them at a flatter angle?
the issue is if you only ride on the tops why have bullhorns?

you could argue that having them pointing down like that gives you lower position in the end part (while of course making the part before that useless)
I've got deda crono nero low riders that have an angled flat section on the tops. Having the bars flat does make riding the tops fairly uncomfortable but not having them flat makes the rest of the bar more or less unusable for more than a couple of minutes! If you're riding on the tops the whole time get some sick stubby risers with ourys on for max HHSB points.
