loads of brands do bars down to 38 - Deda have lots of choice. I would say stay clear of 'track' bars unless you are a sprinter, road bars will give you more options for comfortable hand positions and are available with differing amount of 'drop' to the drops :)
If you do look at Deda then watch out as they measure bar width outside to outside, not centre to centre like most other brands.
