Sounds like another great project.
Disc front could be interesting if you can find a nice fork, what's the rake/a2c on the Enve cross fork? Would they custom build one? or a custom Woundup track with disc mounts?
Level top tube?
I'm guessing you're talking steel, MAX/Life mix? MAX down tube are very thin walled, Reynold's 853 oversized/aero ish tubes are similar profile, but smaller and thicker walled, maybe a better prospect for a street fixed? 853 front end and MAX rear end would look amazing.
