The groupset and forks are definitely not state of the art or even perhaps befitting the frame, but I'd say they are just the right side of vintage! Everything works smoothly and precisely and the build is surprisingly light.
The actual TT length is 55cm (good guess D_Mars!) and the virtual TT length is 58cm. The seat-tube measurement is indeed centre to centre. I'm not up for splitting I'm afraid.
