The BB7's may well work for you- my experience of them was with SRAM levers, however friends who ran them with Shimano had a much better time of it.
AndyP tried to run road BB7 with Campag levers and went back to Canti's however- which would be why I would not use that combination personally.
I wouldn't worry about the post- if the frame builder has recommended a setback then I'd go for that, it's not exactly hard to change if it doesn't work for you.
