What is it that makes the frame not horizontally parallel to the ground? Is it just the way the frame is built?
I was thinking of buying a Pre Cursa but don't like bikes where the front part is higher than the back.

Not a noob question at all - My Pre Cursa seems to be the older version of the PC you can buy directly from Dolan now. For example here is a modern PC with a campact geo (like mine) Compact geo PC
BUT saying that; it seems that Dolan's PCs vary in geometry and the geometry chart they have on their website is not 100% reliable.
Mine was supposed to be a 58cm frame but actually measures 57 square.
In conclusion; when ordering a PC from Dolan there is a small chance that the geometry/measurements may be wrong. In my opinion I don't mind the compact geo, it feels faster and more responsive. (And it makes getting off the bikes easier). Hope my answer didn't bore you.
