Would have thought it's lack of market more than anything. There are higher end carbon ones such as those on the Look L96 and the British olympic bikes, but seeing as track is a relatively small market compared to road, theres no real push for a manufacturer like Shimano to put money into development of expensive high end components when the sales will be very low.
