Miche Pistard Clincher.
The wheels get mixed reviews but from personal experience, not just by echoing what others on the internet say, they are a great set of wheels. I had a set for roughly 6 months of hoping down curbs, poor weather and general use and they never skipped a beat.
Armor them with Velox rim-tape (goes without saying but make sure you get the tape bang central as they have quite a few sharp holes from production). Also invest in a set of Shimano Dura-Ace track nuts. This will save you a of swearing due to rounded nuts plus won't eat into your frame.

I did like them but the questions on the Evans site says they're fixed only and not suitable for brakes?

Personally I'd kick in a bit of your own cash and get some built.
Rim: BHS C472w / XC279 http://www.bikehubstore.com/category-s/162.htm
They're moderately deep so should be strong. Plus they're wide and not too heavy overall.Spokes: ACI http://www.cyclebasket.com/m9b0s454p979/ACI_Stainless_Steel_DB_Spokes_Silver_Singles_
Hubs: whatever deal there is on system ex, on-one, novatec, etc.
That should come in at around £150.

Halfords are actually the cheapest I've found them, 15% off with British Cycling discount and free delivery.
I'm very tempted by them, just a little wary about strength and braking, have seen people say they've been fine on the roads and they've used brakes but then Wiggle and Evans both say track only.Would be great to hear more from anyone who's used them.
Think building my own is a non-starter unfortunately, would have to pay someone to build them so would be looking at around £60-70 for that I guess so unless I could get something amazingly cheap to build would be a bit too expensive.
Recently treated myself to a Cinelli Gazetta frame, bought new stem and bars and headset but moved everything else over from my Charge Plug.
I would like to upgrade the wheels and my finacee has offered to buy me some for my birthday.
I would like to get some slightly aero/deep-ish rims (mainly just because I like the look), not that bothered about weight but I am quite heavy so they need to be strong.
I ride singlespeed and use both brakes atm so need wheels I can use brakes with:
Budget is approx. £150 although if there’s something much better that isn’t too much more that would be fine.
Current possibilities:
V-Sprint wheels from the deal on here, Miche hubs, with black 30mm machined rims (DP18) £134
http://www.parkersofbolton.co.uk/p-2190-700c-pegasus-single-speed-fixie-flip-flop-wheels-black.aspx
Weinmann Pegasus rims with painted braking surfaces and Novatec large flange hubs with sealed cartridge bearings. Hollow axles £140
http://www.wiggle.co.uk/?s=halo+aero
Halo Aero track wheels and Halo SB hubs £140
Also happy to consider anything else.
I have seen people asking if V-Sprint could still get Novatec hubs so thinking they might be slightly better than the Miche ones?
