I don't see the problem with restoring something to make a few quid? He also never said he wanted to move it on, he simply asked for a appraisal.
I think that could be saved. Give it a very good clean and machine polish the whole frame. I can't quite work out but has the paint been taken off the seat lug or is this part of it? If so, take it to someone and get the paint blown in.

Could you elaborate? £30 usually gets you some cheapo beater, not necessarely gaspipe, but nothing special. This is well above that...
If you OP sells it for £30 he should PM Aram/Elguapo, looks like it could be his size...
Chrome doesn't look pitted in your pictures and paint isn't that bad. I would not refurbish the frame personally...

Spanish Zeus usually has a way lower value than Italian frameset. But what I see is the webbed lugs (should be designed by 3rensho's builder), the mixture of spanish and japanese? I cant find any other Zeus with webbed lugs. This might be a special one i guess? And the frame is fully chromed.

looks to me like a custom made frame with Zeus decals.
I'd start with a proper cleaning that would reveal the current condition. if the chrome plating is not seriously damaged, some touch-ups would do the magic. it looks like a higher end frame though.
Here is a webbed lug Zeus road frame, I am thinking to restore it, however I can't find any information about it. Is it rarely to have webbed lug on zeus and what is the value of it?
