So I am slowly building up my Track dream in hopes of having some fun
Assuming you do mean fun, and not launching yourself into a career as an elite track man, then:
Gloves - whatever you use on the road or MTB
Cog sizes - 13, 14, 15, 16
Chainrings - 48, 49, 50, 51
you don't need loads of gears, in fact you probably only need one if you're riding league events on big outdoor tracks, but the 16 will be needed if your idea of fun includes the Calshot fairground ride.
Bars - whatever you use on the road, unless you're sure you're going to be a full time sprinter
Chains - half linkstandard 1/8th
Frame- Dolan PreCursa, everybody else does, although a 30 year old 531 steel frame will do the job too
Fork - whatever comes with the frame
Wheels - if you have the budget, Mavic Ellipses are lovely, otherwise Varno's wheels on Novatec hubs or similar
Chainring Bolts - Steel. If you're going to make a habit of changing chainrings, get the Truvativ ones as they use Allen keys both sides, not the silly peg spanner.
Pedals - Keos are fine, but If you're not already committed to Look then SPD-SL may actually be better for the track and PD-R540 are about half the price of Keo Classic
Shoes - ones that fit
Stems - whatever puts the bars in the right place
