Down to personal preference really, but a rule of thumb is to have the drops pointed somewhere between the rear brake bridge and the rear hub. So the Cinelli is "better" than the DeRosa. For me the greater issue is having the tops reasonably horizontal, since that's where I spend more time. For me, the bars on the DeRosa would be rotated too far forward so I'd feel that I was having to rotate my wrists too far (but then I have a fairly short body).

Whatever gives you the optimal/desired/most comfortable riding position... There isn't a "correct" way as such.

I was always told that you should point the end of the bars towards the rear brake bridge to be 'correct', so neither of your pictures are right.
It comes down to personal preference though, and there is no correct way.

I will admit perfectly horizontal is a bit of an ask, but pointing anywhere below the brake bridge looks hella wrong. If you want a flat transition to the hoods, you want different bars

Just wondering what's the "correct" angle to have traditional drops at. I'm thinking cinelli 66s, 64s etc. For riding on the drops it feels more comfortable when they're (almost) horizontal
