A suggestion: wrap spare links of chain round enough sprockets to block out the majority of a cassette, hold it on with hockey tape. The chain should cover the teeth to a suitable degree, and the tape hold it on.
Would this be acceptable?

I'd say that would likely to be a suitable solution, yes. Depends on how it's done though. And note I'm not the person deciding on this, it's just my opinion.
