    In Yugoslavia, to choose a case, its was democratic and economic reforms together with especially German diplomatic moves--- Gernscher's quick move to recognize Slovenia and Croatia was like throwing a match into a kerosine barrel--- that fueled the conflict and set the place a blaze..
    In Burundi too it was counterproductive..
    I can provide a long list..
    Or better... Please provide an example where diplomacy has prevented genocide?
