there's no pleasing you is there?! cheap=heavy, expensive=light. to be honest for what you want just buy a wald 137. unless you manage to go vintage and get a slim porteur from an old french bike which would then probably be flimsy. buy a wald (simplest and cheapest and lightest), or a tcb rack http://www.tcbracks.com, but don't, just buy a gamoh. and if you care about weight then get a bag.

Get a Wald.
Cheap, pretty sturdy and in my experience, more useful/easier to use than a rack (sides mean less tying down etc).

Looking for a front rack for my fixie skidder but dont have any braze ons or anything. Anyone know of a rack that goes direct to the axle/brake holes?

I'm not sure about the customs charges but I spoke to someone who ordered one and they said postage was around £20.
I'm thinking of getting one myself

yeah looks really nice, so hard to find racks without braze on mounts

Soma Porteur would work if your fork's drilled. CETMA is another option and doesn't need drilled forks, postage from the states though.

Just use p clips if you don't intend on packing 20+ kg. You still need a drilled fork though.
ex.
and not very pretty...
