According to google image search, the hard shoulder is still tarmac. it's more like a sort of concrete cobblestone. If you drive over it with a car then the whole car is shaking. got about 12 inches on both sides of the tarmac. tarmac itself is just wide enough for a single car. 2 cars can pass when they both go over that "cobblestone" and in the grass with two wheels.
