Is it time to start calling out bad cyclists?

What a cretin. If there's no room, cyclists need to filter on the outside. "Filtering" on the left isn't even a good idea at all unless there's a separate lane or a lot of adequate space.
In fact it's safer for motor vehicles (especially articulated ones) to cut off that dangerous route altogether to encourage cyclists to filter/overtake properly.
