Yeah, that sign can look like you're telling people behind to back-off (which essentially it is) whether slowing or not. I would go with the "dog patting" sign, I think the movement makes it clear enough that it's not a turn signal, and even if it's not directly understood anyone following should think "I don't know what they are going to do but I better give them space 'cos they are about to do something".
