I reckon he was just a cunt yeah.
Once when I was turning right (on Russell Square IIRC) I got stopped in the middle of the road by a police car and the policeman said basically the same thing and that he was just looking out for my safety, then sat there awkwardly when I asked him how else I was supposed to turn right and that it seemed more dangerous to sit there talking to him with cars skimming to my left.
